Key Highlights   Consumer confidence weakened in Q3 2011, dropping to -24 in September, a significant drop compared to both the UK and Europe for the same period.  Spending by consumers, which accounts for 50% of Irish GNP, continues its downward trend, declining -2.9% in Q1, and -2.4% in Q2, with the official forecast of a decline in real personal consumption of -2.6% for 2011. 			<description> The Broadcasting Authority of Ireland (BAI) has launched a public consultation on how food and drink should be commercially promoted to children in the broadcast media.    The BAI is reviewing the diet and nutrition rules contained in its Children&#8217;s Commercial Communications Code. Under the existing code, commercial communications that are of particular interest to children or those broadcast during children&#8217;s programmes are required to be responsible in their messaging and portrayal of food and drink to those aged under 18. Commercial communications include advertising, sponsorship and product placement.
